The Texas Department of Transportation wants to know if there’s a need for a public hearing on the proposed widening of Texas 31 for 20 miles from Loop 323 in Tyler east to FM 1639 in Gregg County. AEP Southwestern Electric Power Co. has started shutting off service for business customers in Texas and Louisiana for nonpayment — and plans to do so for residential customers in Texas starting Sept. 1.
